What is an E Way Bill under GST?

Full form of e Way Bill is Electronic Way Bill. As the name states, Electronic Way Bill is required for conveying goods from place of selling to the address of receiver.

According to the law of GST, goods with a single billing of more than Rs. 50,000 can be transported in a vehicle only if the transporter possesses an E Way Bill.

E Way Bill must be generated if the goods with billing less than Rs. 50,000 are being transferred from one state to the other state or state to union territories and vice-versa.

Electronic Way Bill is also required for interstate transportation of the handicrafts which are under 0% tax rates.

Transporters can get an e Way Bill from the official website of e Way Bill related to GST. The official website for generating e Way Bill and performing related functions is www.ewaybillgst.gov.in.

It is mandatory for the person who is involved in transferring the goods to possess an e Way Bill Number.

E Way Bill Number is also abbreviated as EBN. The goods seller, transporter and the customer should mandatorily retain e Way Bill Number (EBN).

Nowadays, e Way Bills can also be created and surrendered by using SMS services. Additionally, the use of android application for e Way Bills related tasks is increasing day by day.

Who is Liable to Generate the e Way Bill?

Not everyone needs to generate the e Way Bill. However, it is a compulsion for the people involved in goods transferring chains to have an e Way Bill.

List of these people is given below-

  1. The Person Who is Transferring the Goods
    A transporter who is transferring goods of value more than Rs. 50,000 have to generate the e Way Bill in case if the e waybill is not generated by the seller of the goods.
    It is mandatory for carrying the goods. E Way Bill facilitates the conveyance.

  2. The Person Who is Receiving the Goods
    The customer who is receiving the goods must generate an e Way Bill if he is registered under GST and the seller who is unregistered has not issued an e Way Bill.
    This can happen in a case when the customer is registered for GST and the seller is not registered.

  3. The Person Who is Selling the Goods
    The seller has to generate an e Way Bill if the value of goods is more than Rs. 50000.
    It should be generated even if the bill is lower than Rs. 50000 but transfer of goods is to be done among different states.
    Even if the seller is not registered, then also he needs to generate the e Way Bill.

Documents Required for e Way Bill Registration

  1. If you are already registered for GST, then you should keep your Goods and Services Tax Identification Number (GSTIN) for registering for the e Way Bill services.

E Way Bill Registration by Taxpayers Registered for GST

The taxpayers who are registered for Goods and Services Tax can easily get registered for the e Way Bill. Taxpayers who are already registered must follow the steps mentioned below-

  1. Go to the Official Portal of e Way Bill
    The registration for the e Way Bill can be done online. This is to be done on the official portal of GST e Way Bill.
    The official website is www.ewaybillgst.gov.in. As you visit this link, you will be directed to the homepage of e Way Bill website.

  1. Click on ‘Registration’
    Various information, updates and options will appear on your desktop. For registering yourself, you have to click on the ‘Registration’ tab located on the menu bar.

3. Go to ‘e Way Bill Registration’
As you click on the ‘Registration’ option, a list with three options will drop down. If you are already registered for GST, then you have to click on the ‘e Way Bill Registration’ option.

    After that, you will be directed to the e Way Bill registration page. You need to select the GSTIN field and then enter your Goods and Services Tax Identification Number in the space provided.

    After entering your GSTIN, you will have to enter the captcha that is provided in the image.
    For this, you need to click on the captcha field and then enter the captcha that you see in the image.
  2. Click on ‘Go’
    After entering the GSTIN and captcha you must cross-check them and then click on the blue box where ‘Go’ is written.
    After clicking on the ‘Go’ button, you will be directed to the ‘e Way Bill Registration Form’.
  3. Enter Details
    Details about your name, name of your trade, address of the business, mobile number and the email id will be auto updated in the form. There is no need to enter those details.
    If there are some amendments in the details, then you have to change it by clicking on the ‘Update from GST Common Portal’ option.

  1. OTP Verification
    If all the details updated are correct, you can then click on the ‘Send OTP’ button which is located at the bottom of the page.
    As you click on the ‘Send OTP’ button, you will receive an OTP on the registered contact details. You have to enter OTP in the space provided and click on ‘Verify OTP’.
  2. Create User ID
    Create a username and password which you will use in future for logging in to your account. After that, try to login in to your account using it.

    In this way, you can get registered for the e Way Bill.

E Way Bill Registration Without GST Number

e Way Bills can be generated by the unregistered persons also. If the person is not registered for GST, then he/she needs to enroll themselves for e Way Bill by following the steps mentioned below-

  1. Visit the Official Portal
    For enrolling yourself for sn e Way Bill, you have to go to the official website of e Way Bill which is www.ewaybillgst.gov.in.

  2. Go to Registration
    As you reach the official portal of e Way, various options will be displayed on the screen. You have to choose the ‘Registration’ tab from the menu bar.

  3. Click on ‘Enrolment for Transporter’
    As you click on registration, a list of options will drop down. There will be three options available.
    If you are not registered for GST but you are willing to transport goods, then you need to click on the ‘Enrolment for Transporter’ option.

  1. Enter your Details
    You will be directed to the page of application for enrollment. In this step, you have to fill all the details.
    1. First you have to click on the ‘Select State’ field and choose your state amongst a list of different states.
    2. Next, enter your name as registered in your PAN.
    3. Enter your trade name and Permanent Account Number and click on ‘Validate’.
    4. Then you will have to choose from the type of enrollment among the four options. Click on the box present on the left side of the appropriate option.
    5. After that, click on the ‘Select Constitution’ field and select the business constitution from the list.
    6. Then in the next section of the form, you have to enter the address of your business.
    7. Next, enter correct contact details so that you are be able to verify the OTP that is sent to your email id and mobile number. Along with that, mention correct contact details to receive e Way Bill notifications which will be sent from time to time.
    8. Lastly, create username and password for logging in to your account. Click on the declaration box if you agree with the statement and you want to move forward with the enrollment process. Enter captcha in the space provided.

  1. Save your Details
    After that, you will have to click on the ‘Save’ button in blue colour to save your details.

  2. Trans ID
    As you click on the ‘Save’ button, the system will display a TRANS ID. The TRANS ID will be of 15 digits. This id is to be used by transporters for conveying goods.
    It is necessary to mention the TRANS ID on the e Way Bill. Your enrollment will now be successful and you should try to login with the same username and password you created.

How to Generate e Way Bill?

The e Way Bill can be generated online. You can generate an e Way Bill by visiting the website of e Way Bill for GST.

The process of generating the e Way Bill is as follows-

  1. Visit the Official Website
    You have to go to the official website of e Way Bills. The official website of e Way Bill is www.ewaybillgst.gov.in.

  2. Login to your Account
    Then you have to click on the ‘Login’ option which is present on the left side of the menu bar. After clicking on this you will be directed to the login page.

    At the login page, enter your login details. Click on the ‘Username’ field and then enter your username. Then click on the ‘Password’ field and enter your password.

    Next, you will need to enter the captcha that is shown is the captcha box.

  2. Press ‘Login’
    After entering the captcha, carefully check the details you have filled and then, click on ‘Login’ button which is located below the captcha field.

  3. Find out ‘e-Waybill’
    You will be directed to your e-way account. Various options will be present on the left side of the screen.
    You have to click on the ‘e-Waybill’ option which is located on the top of the list.

    As you click on the e Way Bill, a list will drop down. If you want to generate a new e Way Bill, then you need to click on the ‘Generate New’ option on the list.

  2. Carefully Fill the Details
    Enter your details in the space provided.

    1. You have to select the transaction type and choose between inward and outward transactions. If you are receiving the goods, then you have to click on ‘Inward’.
      However, if you are supplying goods, then you have to click on ‘Outward’.
    2. After that, choose the subtype from the options provided. Options in subtype vary according to the transaction type selected by you.
    3. Next, select the type of document. Choose form the option given in the list. You can select challan, invoice, bill of entry, credit note and ‘others’ if your document type is not enlisted.
    4. In the ‘Document Number’ field, enter the number of the document that you have selected in the previous step.
    5. Then, you have to enter the date of issue of the document in the section of ‘Document Date’.
    6. In this step, you have to enter ‘From and To’ details. If both supplier and customer are registered for GST, then you have to enter name, GSTIN and complete address details.
      However, if any of the person is not registered, then you have to enter ‘URP’ in the section of GSTIN.
    7. After that, enter details of the goods that are to be transported. You need to enter the name of the product, it’s HSN code, description of the goods and mention the quantity of the product.
      You will also have to mention its tax rates and amount.
    8. In this step, you will have to provide details about the transporter who is going to transport your goods. Click on the means of transportation of goods.
      You can select from road, rail, air and ship and enter the name of the transporter and his ‘Transporter ID’. After that enter the number of the transporter’s document and date of the document.
      Then enter the distance of transportation in km along with the vehicle number in which the goods will be transported.
  1. Click on ‘Submit’
    After completion of the above steps, you need to click on the ‘Submit’ button which is of blue colour and located at the bottom of the page.

  2. E Way Bill will be Displayed
    If there is no error in the details entered by you then. the e Way Bill will be displayed on the screen. If there is some problem then an error will be displayed on your screen.

  3. Print e Way Bill
    If you want to print your e Way Bill, then click on the print option at the bottom of the page.

How to Print e Way Bill Without Login

You can also print e Way Bill without logging in to your account. For this you have to follow the steps mentioned below-

  1. Go to the Official Website
    You have to visit the official website of the e Way Bill. The official portal www.ewaybillgst.gov.in or www.ewaybill.nic.in.

  2. Click on Search
    As you reach the official website, click on the ‘Search’ option on the menu bar.

    As you click on the search option, a list will be dropped down and you have to select ‘e Way Bill’ option from the list.

    You will be directed to the ‘e Way Bill Print’ page. You have to first click on the ‘enter e-WayBill No.’ field and enter your e Way Bill number. Then enter e-WayBill date.
    After that, enter the name of the person who generated the e Way Bill in the field of ‘Enter e-WayBill Generated by’. Then you will have to enter the ‘Document No.’ in the space provided.

    Check all the details that you entered. If all details are correct then click on the ‘Go’ button which is located below the captcha field.
    As you click on the ‘Go’ option, the e Way Bill will be displayed on the screen. You can print this bill.

E Way Bill Format

The e Way Bill is issued in the Form EWB-01. The bill is divided in two parts. The format of e Way Bill is as follows-

  1. QR Code of the e Way Bill is printed on the top of the bill.
  2. Below the e Way Bill QR code, the e Way Bill Number is mentioned. Electronic Way bill number is of twelve digits.
  3. Then, the date and time of generating e Way Bill will be provided.
  4. The name of the person who generated the bill is mentioned in the next line.
  5. After that, in the next two lines, the validity date is mentioned. The date from which the bill is valid and the date to which the bill will be valid is provided.
  6. In Part A –
    1. In the first section of part A, the GSTIN and name of the recipient is stated.
    2. Delivery address is printed in the next section.
    3. In the third section, the invoice or challan number related to the bill is written.
    4. In the next section, the date of issuing of the invoice or the challan is printed.
    5. Then the total amount of the goods is mentioned in the ‘Value of Goods’.
    6. After that, the Harmonized System of Nomenclature (HSN) code is printed in the next line.
    7. In the seventh section, the reason for transporting the goods will be written.
    8. Then details of the transporter are mentioned in the next two lines. Transport’s number, name, transportation document number and the date of issuing of the document is printed.
  7. In Part B –
    The vehicle number of the transport which will carry the goods is mentioned in this section of the e Way Bill.

Validity of e Way Bill

The e Way Bill generated by stakeholders is valid only for a given duration of time. They have to deliver goods within the due time.

The validity term of e Way Bill is decided on the basis of the distance to be covered for transferring goods and whether the cargo is being classified as Over Dimensional Cargo (ODC) or other than that.

  1. Over Dimensional Cargo (ODC)
    Any cargo is defined as Over Dimensional Cargo if the load or the goods that are to be carried in a vehicle extend beyond and above the load carrying area of the transport.
    Validity period of e Way Bill for over dimensional cargo is as follows-

    If the load or the goods that are being carried in a vehicle do not fulfill the criteria of Over Dimensional Cargo, then the validity period of e Way Bills are as follows-

E Way Bill Changes

The government is continuously trying to improve the e Way Bill system. The most important change enforced by the government is that they have related the return filing status with the e Way Bill Account of the Taxpayer.

According to the new norm implemented by the government, a registered taxpayer who has not submitted returns for two successive tax terms will not be able to use his e-Way account.

Taxpayers will not be able to generate information in Part A of the e Way Bill. This section contains details about GSTIN, challan and invoice, transporters details and others. Hence, E Way Bill account of the taxpayer will get blocked.

Some other changes have been proposed for the e Way Bill generating system.

New system will be designed in such a way that the distance between the place of selling goods and the address of the receiver of goods will be calculated automatically.

This calculation will be done by using pincodes. Total distance covered by the vehicle during conveyance can be 10% more than that of the distance calculated automatically.

Other new rules related to the number of bills that can be generated for transporting the goods detailed in one invoice will also be enforced.

According to this new rule, only one e Way Bill can be generated for a specific invoice number. No other person will be able to generate an e Way Bill for the same invoice number.

How to Activate e Way Bill

According to new rules that are enforced by the government, the e Way Bill account of registered people may get blocked due to delay in filing of two returns for successive tax payment terms.

You can activate your e Way Bill. First step for activating your e Way Bill is that you have to submit pending tax returns. As you submit your returns, your GSTIN will get unblocked within 24 hours of filing of returns.

You can then unblock your account after successfully filing your returns. For activating e Way Bill, you will need to follow the steps mentioned below-

  1. Visit the Official Website
    You have to visit the official website of e Way Bills. The official portal of e Way Bill is www.ewaybillgst.gov.in and www.ewaybill.nic.in.

  2. Go to Search
    Various notifications and icons will appear on your screen. Then you have to click on the ‘Search’ tab on the menu bar.

    As you click on the ‘Search’ tab, a list will drop down. For unblocking your account, you have to click on the ‘Update Block Status’.

How do I check my e Way Bill?

You can check your e Way Bill by going to the official portal of e Way Bill. For this you need to follow the steps mentioned below-

1. Visit the official website of e Way Bill which is www.ewaybillgst.gov.in or you can also go to www.ewaybill.nic.in.
2. Click on the ‘Login’ option on the right side of the page at the menu bar and enter your username and password.
3. Your account will be displayed. On the left side of the screen, you will see a list. Click on ‘Reports’ which will be the fourth option in the list.
4. In this step, select the person for whom you want to generate the report and click on ‘Go’.
5. After that, choose the suitable option from the list under Reports. In this way you can check your e Way Bill.

What is a URP in e Way Bill?

URP stands for Unregistered Person. While generating an e Way Bill, you have to enter the GSTIN of the registered dealer and customer.
If the person involved in transportation chain is not registered for GST, then you need to enter ‘URP’ in the field of GSTIN.

In which cases e Way Bill is not required?

E Way Bills are mandatory for transporting the goods whose value is more than Rs. 50000. It is also applicable to some goods which are exempted from tax.
Some of the cases for which an e Way Bill is not required are as follows-

1. When only the cargo is being transported and there are no goods inside it.
2. If the transportation is done with a vehicle which does not work on the motor, then e Way Bill is not needed to be generated.
3. If the consignor of the goods is local authority, the state government and central government and mode of transportation of goods is by rail.
4. If the goods are transported to Bhutan and Nepal, then there is no need of e Way Bill.
5. If goods are transported under guidance of the Customs seal.
6. Some goods are exempted from tax and for them, e Way Bills are not generated.

What is the penalty for e Way Bill?

Transportation of goods without e Way Bill is a punishable offence. People involved in the chain of goods transfer shall be liable to pay penalty.
In case of transporting goods without e Way Bill, a penalty of Rs. 10000 should be paid.
Even the vehicle may be detained and the goods that are being transported can be seized. Goods and vehicles can only be released after paying the penalty and tax.

How do you avoid E bills?

You can avoid e-bills if you transport the goods from one place to another with bill value lower than Rs. 50,000.
You can avoid transportation of the goods like handicrafts, which will need E bills despite the transported goods having bill value lower than Rs. 50,000.
You can promote transporting the goods which do not need E bills.

How many types of e Way Bills are there?

There are two types of e Way Bills. They are normal e Way Bills and bulk e Way Bills.
1. Normal e Way Bill – This type of e Way Bill is generated when only one type of good is to be transported from one place to the other.
In other words, we can say that the goods with one harmonized system number (HSN) are being transported.
2. Bulk e Way Bill – This type of e Way Bill is generated when different types of goods are to be transported from one place to the other.
In other words, we can say that the goods have different harmonised system numbers (HSN).
